European Health Management Association - Conference 2007

  • Background: A major recent development in the Portuguese National Health System is the creation of an ‘intermediate care function’ in order to guarantee an integrated approach to care for the elderly, disabled and long-term chronic disease sufferers. The challenges, however, are multiple: organisational, cultural, financial and of media interpretation of governmental intentions, as well as polemics pertaining to a perception that intermediate care is second-class health care. This paper discusses the impact on stakeholders’ values of developing new complementary services.
  • Results and discussion: New model for integrated care: difficulties and change management challenges; Demand for new caring skills and know-how in integrated health planning and management; New awareness of opportunities for change and integration; New values versus old financing model.
